April 7, 2022 - Atlanta, Georgia (AA) - At the last minute, Georgia Lieutenant Governor Geoff Duncan and Governor Brian Kemp blocked Senate Bill 89, a historic election integrity bill that would have improved ballot chain-of-custody and unsealed election ballots.

  • Senate Bill 89 had the support of the Republican House and Senate majorities, including the Senate Pro Tempore, Butch Miller, and the Speaker of the House, David Ralston.
  • A prevention tactic was used by Lieutenant Governor Geoff Duncan when he called for a last-minute “10-minute break” which ended up lasting some 37 minutes in total.
  • Through contact with members of Kemp’s policy team, VoterGA deduced that Duncan had acted on the orders of his superior, Governor Brian Kemp.
  • VoterGA previously discovered over 500,000 ballots had evidence of electronic tampering.
  • Despite retention laws at both the state and federal level, VoterGA discovered over 1 million ballots in 70 counties had either been “lost” or destroyed.
  • As reported before, multiple Georgia counties, including Cobb county, attempted to price gouge surveillance video of ballot drop boxes by initiating a charge of some $15,000 for the security recordings.
  • Four senior poll managers and two auditors discovered counterfeit ballots in their hand count audit of the 2020 election in Fulton County, Georgia. “Our volunteers were in touch with a variety of Brian Kemp’s policy people throughout the day on Sine Die. We explained he only needed to call his good friend Geoff Duncan to ensure that SB89 got a vote. Despite the passage of Senate Bill 202, which for the first time allowed public access to electronic ballot images, VoterGA was unable to verify the results of the 2020 Georgia election.

“There is no rational opposition against making ballots public since election officials retain custody of them during copying or inspections and can impose a reasonable charge for time expended under Open Records Request law.”

In their press release, VoterGA stated that the language for the proposed bill was derived from House Bill 933, a bill that had bi-partisan support before Senate Bill 89 was shutdown by the Georgia gubernatorial duo.

According to the Congressional Research Service, “in the event that several Senators seek recognition simultaneously, priority of recognition shall be accorded the Majority Leader and Minority Leader, the majority [bill] manager, and the minority manager, in that order.”

Despite the fact that Butch Miller had recognition priority, Duncan refused to recognize the Georgia Senate Pro Tempore, the 2nd highest ranking member in both the U.S. Senate and most state Senate chambers.

In another blocking tactic, Duncan declared the motion to vote on Senate Bill 89 to be an “out of order ruling”. According to Robert’s Rules, a website created by a registered parliamentarian, there are four instances where a motion is always out of order.

  1. Motions which conflict with laws (federal, state, or local), or with bylaws, constitution, or rules of the organization;
  2. Motions which present something already rejected during the same session, or conflict with a motion already adopted.
  3. Motions which conflict with or present substantially the same question as one which has been temporarily disposed of.
  4. Motions which propose actions beyond the scope of the organization's bylaws. (However, a 2/3 vote may allow this kind of motion).

Geoff Duncan implied by this ruling that a bill to increase election integrity in the State of Georgia is somehow “unlawful”. What a villain, no?

Speaking of Georgia villains, let us not forget Secretary of State Brad Raffensperger, who was called out in a March 7, 2022 press conference by former Georgia Congressional Representative, Paul Broun, who stated:

"We know without a question that Brad Raffensperger is a law-breaker. He broke the laws in his consent agreement with Stacy Abrams and the Democratic Party of Georgia and he's trying to break the law again in this cloud-based voter registration system...and it's got to be stopped."
